I've gotten Classic Display (8.1 version) to function on 1607 by copying the file and locale into system32 and running 'explorer.exe shell::\Settings'. Volume Flyout: Icons: Basic Theme (Aero wizards and programs that use an extended titlebar will not work): UA pictures you can copy from a VM, and same with wallpapers.
Old UAC prompt can be restored in 1607 and older ONLY (Does NOT work in 1703+) using a registry tweak: Classic Games: /get-windows-7-games-for-windows-10/ Sound recorder I think you can copy from a VM, make sure you copy the corresponding locale file as well or it won't work
